Migrate Buildroot to use O=dir, like kernel

Description
This will allow setting an output dir under buildroot-<version>.bld instead of buildroot-<version>. This was the original intent of the .bld directories.
- Priority changed from High to Urgent
- Severity changed from 02 - High to 03 - Medium
- Priority changed from Urgent to Immediate
- Target version changed from 2.0 - Harkonnen to 3.0 - Corrino
- Severity changed from 03 - Medium to 01 - Critical
- Status changed from New to Rejected
- % Done changed from 0 to 10
Made a weak attempt at this, but it's rather convoluted to make all the changes necessary to use it. The benefits of using it are limited. A quick attempt at making the changes and then trying a build failed immediately just trying to build the legal-info target, which I didn't expect.
So I see no reason to really make this change. I'm rejecting it.
