Drop 2-panel setup and have just one panel

Description
It's goofy to have a side and bottom panel. The bottom panel just takes up space.
Drop the side and bottom panels and have a single top panel with all icons and clock in it.

- % Done changed from 0 to 30
Tested this on the hardware and looks okay on an HDMI TV, especially with new icons (RM #364). Need to migrate changes to the UI package, test installation and verify the appearance on the Dell monitor and with the two AAXA projectors.
- Severity changed from 05 - Very Low to 01 - Critical
- % Done changed from 30 to 70
Looks fine with both AAXA projectors.
Now I need to copy the configuration into the UI repo.

- % Done changed from 70 to 100
Configuration copied to repo, repackaged and tested. Works fine.
