Description
Probably need to add tests for package in rcS that can disable its use everywhere if not installed.

Updated rcS is in my sandbox. It needs to be copied to a clean install (or one without the psplash pkg) to test it.

Moved psplash-isms to psplash package from core platform and added used of functions.d directory. Packages can add function scripts there and the top level functions will load them. Spewed messages are now gone in core if psplash is not installed.
