Description

ldconfig is missing from the rootfs. It is in the toolchain under arm-unknown-linux-gnueabi/sysroot/sbin.

None of the sysroot stuff from the toolchain are being copied to the rootfs. Buildroot doesn't have an option to handle it automatically. So it will have to be done in a preconfig step, probably into the customize package.
