Installing pmsui prevents serial console from working

Description
Installing the piboxmediaserverui opkg causes the login on the serial console to not be presented.

There are some items in here that could be removed for Xeon.
- src/opkg
- postinst- Skip cmdline.txt update
- src/config/etc
- inittab - enable serial console
- init.d - xS* - these might not be necessary, or at least require custom versions for Xeon
- configs/pmsui.mk
- opkg target - might modify for xeon builds
- % Done changed from 10 to 20
- % Done changed from 20 to 40
These updates are implemented in the sandbox. They need testing on both Xeon and PiBox.

Tested successfully on Xeon and PiBox Media System. On Xeon, I now have the proper serial console to continue debugging.
