Sync init scripts from PiBox to Xeon buildroot skeleton.

Description
I need to sync the many recent updates in the init scripts from PiBox to Xeon.
Some of these changes will likely need generalization to adjust for different mmcblkX device use.

Scripts and configuration files under the skeleton trees have been sync'd as much as makes sense. Xeon will need extended work on identifying the board and touchscreen, but those are separate issues.
The buildroot component is rebuilding currently to pick up the switch from mdev to eudev. When this completes I'll boot on hardware to make sure the scripts are basically functioning and the serial console and X.org interfaces come up and basically function.
- Related to Bug #1071: Xeon uses mmcblk1 while PiBox is using mmcblk0 so S21package don't get installed. added

Updated and tested. There are still some bugs related to the differences between Pi and PinePhone Pro hardware, but those will be tracked separately.
Code committed and pushed.
