Icons are gray on RPi4 TFT

Description
RPi4's should always use colored icons.
This requires adding rpi4 to libpibox:pibox.c:piboxGetPlaform().
It also requires updating launcher:db.c:scaleIcon()
- Status changed from New to In Progress
- % Done changed from 0 to 50
libpibox has been updated and change pushed.
launcher is updated and ready for testing on hardware. Easiest way to do this is just rebuild the SD card for the pisentry test but drop in the updated launcher before booting on hardware.
- % Done changed from 50 to 70
Staging tree for RPi4 had not been updated. Rebuilding it now.
Then rebuild launcher with -P for use with PiSentr.
Then test on hardware.
- Status changed from In Progress to Closed
- % Done changed from 70 to 100
Tested and verified working.
Coded committed and pushed.
