Status bar never reaches 100%

Description
The status bar should visibly reach 100% before we fire up the UI.
- Status changed from New to In Progress
- % Done changed from 0 to 10
This might be because S97stopsplash should do it's work on startup only, but it is written to do its work on stop only. Also, before it does what it should be doing at start (but currently isn't doing) it should bump the status bar to 100%.
- % Done changed from 10 to 30
Init script updated in psp sandbox.
Need to build and test on hardware against any system build.
- Severity changed from 05 - Very Low to 01 - Critical
- Status changed from In Progress to Closed
- % Done changed from 30 to 100
Fix tested on RPi4 hardware with pisentry and it works.
Changes committed and pushed.
