Description
This target copies in the Userland components to the target tree, but this seems to be done already and can be seen if you mount the rootfs.ext3 image generated by Buildroot.
So I don't think this step is necessary anymore. The target could be left in if we wanted to do any additional post processing of the image at some point in the future, but left as an empty set of rules for now.

No need to remove this. The ext3 image is dd'd to the SD card for non-overlay builds. If we ever drop support for the non-overlay builds then we can drop this.
Rejecting issue for now. If it's ever needed in the future I'll just open a new issue.
