appmgr doesn't always work

Description

I think this is because it doesn't get the port it wants after a crash or restart. But I've seen it not work on a first boot too.

Logs show that appmgr is starting the applications but they aren't showing up on the display. That may be because they aren't being started with the correct DISPLAY environment set or similar. It might be that appmgr should be started from the xinitrc instead of from the init script in order to properly set the environment.

Adding the startup to the xinitrc along with adding a RESUSE socket option to the appmgr fixed the problem. I've checked in the appmgr fix and will now check in the change to the xinitrc in the rootfs.

S90UI updated in the dev platform. xinitrc in the pmsui opkg has been updated as well.
