Add support for vgencmd options

Description
A watchdog that uses vgencmd might be useful, such as notifying piboxd when the core temp gets too high. In that case we might disable video output with
vcgencmd display_power 0
However, it's not clear if TFT displays would work with that (it might be HDMI only).
