Add /etc/pibox-env to install

Description

A default /etc/pibox-env needs to be installed with the following environment variable set.

TSLIB_TSDEVICE=/dev/input/event2

It's not clear if this will change from boot to boot, but it seems pretty consistent. I could create it on firstboot, but this is simpler and probably won't change anytime soon.

Hmmm. It's already there. But neither launcher nor appmgr seem to be picking it up on fresh Xeon system builds.

Rejecting this issue - will open another when I find out what the real problem is.
